Our first training session for leaders of the precinct caucuses was held at the County administration building on November 3.  We plan to hold additional training sessions for those Democrats who were unable to make the first one.    We can use all the help we can get.

The Purpose of the Iowa Caucuses

The Iowa Democratic caucuses, to be held in January of 2008, will have three main tasks to accomplish.  These community gatherings offer Iowa citizens the chance to join their neighbors to discuss issues and concerns at all levels of government beginning the process of writing the County, State and National platforms of the Democratic Party, select representatives of their precincts to the County Central Committee for the next two years and support the presidential candidates of their choice.

  

The distinction of the caucuses verses primaries is that citizens have the opportunity to meet together and discuss issues of concern and their solutions, to select people to represent them for the next two years on the County Central Committee, as well as consider candidates to support. Doing this has built a strong state-wide Democratic Party.  Where as, a primary is much narrower in that all you do is vote for a person you prefer for an office as in a general election. 

 

Issues and plans, concerns and solutions are discussed and sent to a county-wide convention committee to be polished into a county party platform.  This is where the term “grass roots” originates in the Iowa Caucus vocabulary.  The local, neighborhood people make the first decisions.  The representatives of each precinct attend monthly meetings to plan the party’s work on elections, fund raising, issue efforts, outreach and communication with you and the whole county.

 

The featured part of the caucus is the presidential preference.  The Democratic Party doesn’t do a “winner-take-all” approach.  This is where you’ll hear the term “viability”.  In order to have one person in your presidential preference group represent you at the county convention you need to be at least 15% of the total number of people participating in your caucus.  So, if there are 100 people at your caucus (not unusual in a City of Clinton precinct), you would need 15 people supporting your presidential candidate.

 

The people who are elected to represent you as delegates or alternates go to the county convention.  At the county convention delegates to district and state conventions will be chosen.  During the county convention, many of the same processes happen that you did at the caucus, only now these delegates are representing you as well as themselves.

                       

The Iowa Caucuses are pretty unique in this day and age.  The town hall meetings of the early days of our country are the basis of today’s caucuses.  The community came together then and discussed its problems and worked through how they would handle them. 

           

January in Iowa is not always the most wonderful time to go out at night to join your neighbors to discuss issues. However, because Democrats really care about families, neighbors and communities, making the effort to attend is well worth it.  Being part of the solution, meeting with your neighbors and listening to all the ideas that come up with the best solutions is how Americans built this country. 

 

Many people worry about being out after dark in an Iowa winter.  That is understandable, and needs to be addressed.  Check with neighbors and friends who attend the same caucus site you do and plan to car pool.  Make sure you have extra lighting such as a large flashlight to take along to clearly see the walkway to the building.  If you are supporting a specific candidate, ask that campaign office to help you participate in your caucus.  The very special features of an Iowa caucus are not something you want to miss especially this time with the serious concerns we are facing.

Yet today, troops that are returning home and that have returned home are not getting the medical support that they need and deserve.  Wounded troops are increasingly relying on help from loved ones as they recuperate from devastating war injuries.  Bureaucratic red-tape and substandard conditions at medical facilities like Walter Reed Hospital are blocking troops' access to veteran's benefits and the highest quality of care.  Meanwhile, military families are making unbelievable sacrifices for months, even years, at a time."  -- Senator Chris Dodd

 

GOVERNOR RICHARDSON IS STRONG ON VETERANS’ AFFAIRS

 

On Friday, November 2 Governor Richardson met with a group of about fifty Democrats at Shelly’s Diner in DeWitt.  He outlined his very strong program for veterans and their families which should be the platform of every Democratic candidate:

Ø       President Bush cut taxes for our nation’s wealthiest citizens.  President Richardson will cut taxes for our nation’s bravest citizens.

Ø       As Governor of New Mexico he promoted the purchase of a $400,000. insurance premium for every member of the State’s National Guard.

Ø       He has a plan to ensure that veterans receive the best possible health care, beginning with mandatory funding for the Department of Veterans Affairs.

Ø       All veterans will be offered a heroes health card which will allow them to receive care at any medical facility if they have trouble getting to a Veterans’ Hospital.

Ø       Mental trauma, post-traumatic stress disorder and traumatic brain injuries must be treated like any other battlefield injury.

Ø       As President he will offer a comprehensive disability insurance policy to cover the necessay expenses when a spouse, parent or other family member stays by the side of a wounded veteran during his or her recovery process.

Ø       The conditions at Walter Reed Hospital were an insult to our veterans and an embarrassment to our nation.  President Bush should have stood up and taken responsibility, but as in so many other cases he did not.

Ø       As President he will reduce federal income taxes by five percent for all veterans for the rest of their lives and will eliminate federal income taxes on all our troops in their first year out of the military.  It is our responsibility to ease the frequently difficult transition from military to civilian life.

 

MEET MICHELLE OBAMA

 

Michelle Obama has been active in community service leadership for nearly two decades. A native of Chicago’s West Loop and a graduate of Harvard Law School, Michelle became the founding executive director of Public Allies, a leadership training program that helped young adults develop skills for future careers in the public sector. In 2005, Michelle was appointed vice president of community and external affairs at the University of Chicago Medical Center.  Barack, Michelle and their two daughters Malia, 9, and Sasha, 6, live on the south side of Chicago, where they attend Trinity United Church of Christ.  Mrs. Obama will speak in DeWitt about her inspiring life story and Barack Obama’s campaign. We Iowans are very fortunate to have received so many opportunities to meet personally perhaps the next two Presidents of the United States.  We also have the opportunity to work in their campaigns to help them win the Iowa caucuses and the general election.  The Republican Party is responsible for the disaster known as the Bush/Cheney Administration that has seriously damaged our nation both within the country and around the world.  We certainly don’t want to continue this kind of mismanagement. 

 

I was in Des Moines last week and talked to social studies teachers who believe that learning knowledge in the classroom is only the first step in education.  Activity is the next step in learning.  In developing civil literacy there is the opportunity for activity in the real world, especially in Iowa. The teachers in Des Moines have strongly encouraged their students to get involved and they themselves have set an example by being involved.  They have even held mock caucuses to prepare their students to take part in the caucuses or to go as observers.  Their students are actively involved in the campaigns.  The Presidential campaign offices in Des Moines are filled with enthusiastic young Democrats.

HIGHLIGHTS OF THE NOVEMBER 20 MEETING OF THE

CLINTON COUNTY DEMOCRATIC CENTRAL COMMITTEE

 

v      From 7:00 – 7:30 P.M. County Chair Jean Pardee conducted a training session for the temporary chairs who will be in charge of the precinct caucuses.

v      Joe Coralla, staffer for the Hillary campaign introduced New York Lt. Governor David A. Patterson who spoke on the basic democratic significance of the Iowa caucuses and the strengths of his candidate, Senator Hillary Clinton.

v      James Ploeser, coordinator for the Iowa Fair Trade Campaign, presented a trade model that will protect jobs for Americans and promote world trade.  They will be asking the presidential candidates of each party to present their plans for fair trade.  The Central Committee approved a resolution (available on our website) to be introduced at each of our precinct caucuses.
